United School Employees of Pasco declared an impasse Tuesday in contract negotiations with the Pasco County School District, setting the stage for a third party to intervene. The union notified the state's Public Employees Relations Commission, which means a special master will be assigned to conduct a hearing and make a recommendation to the school board. The union declared the impasse after the school district cancelled a negotiating session scheduled for Wednesday, Lynne Webb, president of the union, said in a statement. The people behind the 2000 referendum on amending the Florida constitution to place limits on the number of students in public school thought they had a clever way to force the Legislature to spend more money on public education. We've always thought changing the constitution is a bad way to make public policy, but eight years ago voters approved the class size limits. ...more
