Gov. Charlie Crist unveiled this week a plan to make health insurance available to lower-income people. He would, among other things, give people the right to choose the sorts of illnesses or health services their policies would cover. This is one way to reduce health insurance premiums and let people make their own health-care decisions. The governor, is at least on the right track when it comes to health-care affordability. The nation's system of health-care financing, however, is a relic of the days of World War II price controls. So dragging it into the 21st century will take concerted, bipartisan action on the state and federal levels. Don't count on that in an election year.
